That is still going on in non-human part of the world, but it is the quest and duty of a civic society to let all people, human kind, all living being survive.

I thnk you are talking about the survival of the fittest but stated it wrongly?

And yes, it is survival of the fittest. You can see it anywhere. In a F1 race. In school examination. In any other competition. In everything. Those who are fit, they are on top isn't it?

If you look at American policy we do let the weak survive. Look at the cases of vegetables on life support. Congress even got involved to protect one case. People are all about protecting the weak even when the weak want to die.
